I appreciate the reframe of reorgs from the perspective of aligning polities, though the last line of that section points to the crux of the matter — when do reorgs actually happen for the purpose of aligning polities? Do the people affected feel that it's happened for that purpose? It'd be such a breath of fresh air to be able to point to a case study or historical example.
